Approaches to City Development", held on Wednesday, April 21st, 1993,
by Professor Richard Knight at the Institute for Higher Studies in Vienna...


1) Why city and regional planning is so important
As both our society and economy becomes increasingly globalized, products
are becoming more knowledge-based. Technical and educational skills will be
increasingly demanded from the labor force. If (international) firms find that
a city does not offer the skills/human resources base which it demands, they
will not wait for or initiate local government assistance, but will rather
pick up and move to a more desirable location. Therefore, it is the city's
responsiblity to construct a knowledge base which fosters increased information
sharing, communication, and interfacing among its citizens.


2) General guidlines for improved city/regional planning
City government must deviate from the conception that wealth creates
culture, and instead concentrate on how culture can create wealth. Stress on
land-use and physical planning should be deviated to infrastructure and
knowledge base investment. Planners must adopt a science and technology
policy, transforming this into a viable industrial development plan.
While restructuring globally, the local citizen must become more involved
in local politics. Finally, the local government must build on
linkages (alumni contacts, networks, round tables, reference groups, workshops,
etc.) in order to enhance the flow of information exchange.

3) How the city of Vienna can change to meet future challenges
Establish:
a)'Center of Learning': post-graduate training, city networks, international
organizations, inter-cultural and mutli-lingual learning environments
b)'Model Ecological City': Define, implement, and give substance to the
concept of sustainable city development and intra-regional cooperation.
c) 'Science Policy': Integrate science and education policies with local
cultural, economic, social, and ecological policies.
d) 'Civic Leadership Development Program': Increase citizens' resposibility
through the civic process.
e) 'Exchange Programs': Organize programs for short-term intensive work in
order to establish local contacts.
f) 'Post-Graduate Interdisciplinary Studies for City Development'
g) 'An Actor in the New Europe': Foster cooperation networks based on knowledge
cultures and competencies.
h) 'A Stronger City Knowledge-Base"
