The framing you saw was probably from the USG Tower, the most recent piece
of construction to go on "in front of" the Sears Tower. USG is phase two
of AT&T Center, designed by Adrian Smith of SOM.

As for the M-B Tower, it's history. The site was foreclosed on by a lending
syndicate headed by Mellon Bank in early '93.
