Pete,

I don't know about the article, but I'd guess that it is referring to OTIS
which can be found via ftp at sunsite.unc.edu in the directory
/pub/multimedia/pictures. OTIS sponsors collaborative works across the
net, and also contains uploads of work created by individuals in both
traditional and electronic media. Check it out!
