Re: ART: Public...

Malgosia, malgosia

While we are at it, why not have free artists supplies, free access
fot musician's to recording studios, free publication of writings for authors,
etc., etc.

Someplace inbetween here there and all the other extremes, there must
be some sort of way to have community support without the intervening
authoritarianism that comes from the committees that run these sorts of
organizations. During these days of tribute to Richard Nixon, I'd like
to recall one of the good ideas he had. He certainly had a lot of bad ideas,
but hear is one good one - Reverse Income Tax.

The idea of Recverse Income Tax is sort of like passing GO in Monopoly.
Every Year , every citizen would be given a subsistance allowance - all
in one chunk, say 15 or 20,000 dollars these days. They'd get the total
sum on April 15. It doesn't make any difference how much they earn, they all
get it. All of the other social welfare programs are eliminated!!! All
of the bureaucarats addociated with these programs are told to go home.

Well, what happens, the first year is awful. Everyome is displaced.
A big national party happens in the spring and most people just piss the money
away. Starvation and homelessness sets in in the Fall. It is a Winter of
discontent. But, around January new hope sets in.

Obviously, there are lots of problems with such a scheme. But, it certainly
is "fair", and it probably is cheaper than the current system. Artists
would certainly get there supplies this way.

Any other utopian ideas floating around out there?
