Regarding East German water lines running above ground:

The same technique is used in Florida, on small islands and other diificult
terrain by military engineers. Jacksonville, FLorida's Air Force Base has
water, sewage, steam, and other systems 15 feet in the air. Swampy ground, no
need to dig up a road to repair or expand a system and the speed of
construction are all reasons to use above-ground systems. It may be
unsightly, but it does address one area that is often ignored during planning
and construction: design for dissassembly, familiar to industrial designers.
Architects seldom plan the demolition of their creations, even though most
buildings have a shorter lifespan than their designers.
