Could anyone direct me to research and/or standards that have been developed
specifically for noise? I know there is research about noise relating to
airports, but I was more interested in rock concerts and other events that
create unusually loud noise. Our community has maximum noise standards, but
occasionally grants waivers to those standards for special events.
Unfortunately we don't have any criteria by which to evaluate the waiver
requests. i.e distance to nearest home, hospital etc. would seem to be
logical. There is a thought to identify zones where noise could not be
permitted to exceed the maximum level at any time. and thus not allow any
waivers to be considered. Any thoughts?

Standards are available from the US Department of Housing and Urban
Development. These were established in 1971, initially as a response to
aircraft noise, but have been broadened to cover the exposure of noise
sensitive uses to all sources of noise. As a land use planning tool,
there are also guidance documents on how to calculate acceptable noise
levels - primarily from various transportation sources.
