That's the probem right there: who would regulate these paid
apprenticeships to prevent abuse? Schools have accreditation boards to set
standards. The practice of architecture is so cut-throat these days that
all kinds of exploitation of apprentices is inevitable.

Also, your plan would run afoul of labor laws. If people are working, they
have to be paid at least the minium wage.
