Some discussion groups have "Bylaws" that define subject areas. Others have
"moderators" that do some selection. Personally, I'd like to keep the list
as open as possible. Often, "idle chit-chat" leads to serious discussion.
The fascinating thing about these groups is how subjects (and discussants)
move in and out. And what is chit-chat to one is serious to another.
