I agree with Randolph; I was oversimplifying to say a program of demolition
and rebuilding is what's needed. Rehabilitation of existing stock should
be done whereever possible should be done first, but if the house is in
bad enough shape, it's only a waste to do anything but condemn it.

What is important is that whatever new construction is done be done in a
manner compatible with historical use patterns---that is, don't build
high rise multi-family housing in a neighborhood that has always been
single family detached.

For that matter, no high rise at all!
