Dear Sir,



In view of the pleasant discussion we had the other day, I would like to inform you that - "Take School to Children Campaign" is a Social Jurist - M.V. Foundation Initiative. It aims at eliminating the menace of 15 lacs child labour in Delhi by ensuring their entry into formal school system and to strengthen the Government formal school system. The Campaign also aims at empowering the masses to demand for adequate schooling facilities, quality education including residential schools, wherever it is required, and to remind the Government to perform its duties to provide the free and compulsory education as incorporated in Article 21A of the Constitution of India, to children. Though the ultimate target of the Campaign is to cover all the 70 MLA areas of Delhi but it has made it's beginning from Bhalswa-Jahangirpuri MLA area (North -West Delhi)



In Bhalswa-Jahangirpuri MLA area, there are 38 MCD schools in which 30,000 children are studying. It has been noticed that health conditions of these children are appalling as every child is suffering from one or the other disease. It is apprehended that majority of these children are suffering from T.B. It is needless to say that the poor state of health of these children is one of the major factors of large-scale dropouts.







It is surprising that inspite of MCD having school health scheme for the children, the expert/qualified doctors' team has ever thoroughly medically examined hardly any child. It is needless to say that right to health is a fundamental right of every citizen guaranteed under Article 21 of the Constitution of India. Apart from this, Section 25 (c) of The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 mandates the Government and the Local Authorities to screen all the children at least once in a year for the purpose of identifying "at-risk" cases with a view to preventing the occurrence of disabilities. Unfortunately, these constitutional and mandatory statutory provisions have always remained dead letters and no steps on the part of the Government and the Local Authorities have ever been taken to implement the same. Had these provisions been implemented, the state of health of the children would not have been so bad as it is today.



I would like to propose that you may kindly take initiative to arrange medical checkup of each and every child/student of all the 32 MCD schools of Bhalswa-Jahangirpuri MLA area at the first instance and thereafter systematically extend the same to the children/students of other MCD schools of Delhi. I also propose that MCD should have the computerized health data of all the students on its website. This will go a long way in improving the state of health of the children of this city.
