Sir/Madam,



It is brought to your kind notice that Mukandpur colony in north-west Delhi which is part of Bhalaswa-Jahangirpuri MLA area is having a population of about 1.5 lacs people. There is no Govt. School in the entire area. There is only one MCD Primary School where about 3,000 children (both shifts) are studying. The condition of even this school is very bad. There are only six classrooms out of which one is used as store and 5 are used as classrooms. Average number of students in each class is around 120, which are much beyond the capacity of a classroom, and large numbers of students have to sit outside the classroom. There is no toilet block for the children. In the morning shift girls are studying whereas in afternoon shift boys are studying. There is no proper drinking water facility in the school. The residents of the area have many times brought the school related problems to your notice but unfortunately, no action on your part has so far been taken. Inspite of the fact that the Gram Sabha has made land available to the Delhi Govt., the Govt. has not done anything to build the school.



That in the absence of schooling facilities in this area, thousands of children have to go to the schools which are at far distant places, ranging between 3-5 km. Many times fatal accidents involving the lives of the children have taken place when the students were crossing the outer Ring Road for attending the school. On the other hand, there are thousands of children between the age group 6-14 who are out of school and are working as child labour in agriculture, ragpicking etc. These children are required to be in school and not at work. The conditions in the area are horrible and the Govt. is taking no interest to improve the conditions of children in the area.



The total inaction on the part of the Govt. and the local authorities is resulting in violation of the fundamental right to education of the very large number of children of the area. The residents of the area have now decided that if Government and the local authorities will not take immediate steps to provide proper and adequate schooling facilities for the children of the area, they will have no option except to lodge their protest by way of holding demonstration both at Delhi Secretariat and the Town Hall.
