Another winter seems poised to pass without solutions
to the simple problem of sheltering the homeless for
the night, amidst media blitz about illegal
problem-sustaining initiatives in dubious
government-NGO partnerships made out to be gloriously
humane.
That, of course, has become routine in Delhi since
winter of 2002-03.
But for those who rendered thousands homeless from
Pushta to be setting up there a night-shelter for 400
- in multiple Master Plan violation, contempt of
court, violation of Art.14, contempt of citizens'
rights for participation and accountability in
development decisions - is, surely, a bit much.
