The Indian People's Tribunal on Environment and Human Rights (IPT) was constituted by a people's mandate in 1993 to investigate into gross human rights violations and cases of environmental degradation. The IPT is particularly concerned about cases that affect the lives and livelihood of a vast majority of urban and rural poor. Further details about IPT can be obtained from the website: www.iptindia.org.
The IPT process endeavours to inquire into the exact nature of a problem, and provide a true picture. The process provides a space for all the concerned parties to present their views. An enquiry is conducted at the behest of a local organisation followed by the constitution of a panel of eminent citizens to investigate the issue. The panel conducts a thorough study into the background of the case, followed by a site visit to the area and a public hearing.
The recent spate of demolitions in Mumbai has raised many questions about the commitment of the government towards protecting the rights of the urban poor. It is appalling that before the elections a number of promises were made towards increasing the cut-off date for slum dwellers and immediately after elections these promises were retracted. This has been one of the most widespread and brutal demolitions in the city of Mumbai. The IPT is conducting a public hearing on the recent spate of forced evictions in Mumbai. The depositions would include a representation of people from the demolished slums, disabled people and Pardi Tribes as well as from experts and government officials who will give an insight into the situation viz a viz housing for the urban poor.
The Terms of Reference for this enquiry are:
1) To investigate into the human rights violations and the legality of the evictions;
2) To investigate into the government policies relating to housing for the poor;
3) Look into the national and international alternatives to urban planning that include the poor and make recommendations on the basis of these.
IPT will be conducting a site visit to the area on January 16, 2005 followed by a public hearing on January 17, 2005 from 9:30 to 5:30 at Mumbai Marathi Patrakar Sangh, VT, Mumbai.
