I think the ncrpb loan is recent decision and the mcd
civic centre pre-dates the duac res. mcd reportedly
put in a tender in wall street journal in 2003 and the
Malaysian firm might be doing design-n-build turnkey
and for design part Architects Act used to require
Indian partner. I am generally curious about the civic
centre, mcd's first biggie after the byelaw business
that promises to set standards also for professional
practice (I suspect in post-GATS scenario). I cannot
find any info about it on mcd website (which does have
list of 38 PIOs and 86 APIOs and 8 appellate officers
and for each deptt a doc file with what one could call
the 17 manuals for RTI).
