I had a chance recently to preview the final NCR Plan 2021. They have accepted the GNCTD suggestions for "holding zones" for migrants into Delhi. I had totally opposed any further influx into Delhi. As such this issue of regularisation of colonies (over 3000 colonies not 1071) ought to be opposed and the land thereby may be acquired for planned development / redevelopment under DD ACT - and also that this vertical slum model DDA is promoting should also be opposed. Just a thought for discussion.

NEW DELHI, NOV 10: Four months after the Delhi government made certain changes in the archaic building by-laws, the Delhi Development Authority (DDA) is still clueless about them. Especially the amendments in the by-laws which relate to regularisation of unauthorized colonies. The upshot: work on the 1,071 colonies identified for this purpose in 1993 will have to start afresh.
But the DDA, the implementing authority, has not been informed about these changes either.

?There are different categories of colonies and the majority of them are on government land. The Municipal Corporation of Delhi has categorised them differently to collect property tax and as a result, every cluster will have different guidelines for regularisation,? a DDA official said.
The officials are of the view that in the absence of a Union minister for urban development ?- Ghulam Nabi Azad is now the chief minister of Jammu & Kashmir ?- the process of ratification of the changes devised by the state government will take a long time.
?There is no deadline for the regularisation of unauthorised colonies and all of them might not be regularised at one go. The process could start with the colonies on government land,? an official from the urban development ministry said.
