INVITATION OF APPLICATIONS FOR EMPANELMENT OF CONSULTANTS.
1. The Ministry of Urban Development, Government of Jharkhand has the obligation of efficient management and development of urban centers of the State. With formation of a new state, aspirations of people have increased many fold and more and more people are migrating to towns and cities as urban areas are perceived to be opportunity and growth hubs. Loads of migrant population and rampant economic activities are overtaking the carrying capacities of towns. All cities, towns and kasbas are bursting on their seams. So, there is an urgent need of comprehensive urban planning and their efficient management. The Ministry intends to seek assistance of competent consultants in providing technical supports to urban managers
2. Consultants interested and experienced in relevant sector for conception, preparation and project management/supervision are invited to apply for empanelment in the Ministry. Consultants may also be expected to provide technical assistance for procurement of Funds and management of finance to the department and different Urban Local Bodies (ULBs). They are further expected to explore Public Private Partnership in the works related to development of different urban infrastructure and related works as mentioned below. They may be required to advice for improving the Management system, Administrative structure, Legal Aspects, Policy/Acts and Legislation relating to administration of urban area.
3. However, mere application-making does not entitle a consultant to be empanelled. Based on their capabilities the consultants will be selected and empanelled in one or more admissible components under following disciplines of urban infrastructure and management.
(i) Urban Renewal i.e redevelopment of inner (old) city areas (this would include items like widening of narrow streets, shifting of industrial/ commercial establishment from non-conforming (inner-city) areas to conforming (outer-city) areas to reduce congestion, replacement of old and worn-out water pipes by new/higher capacity ones, renewal of sewerage/ drainage/solid waste disposal system etc.
(ii) Town & Country Planning (Urban and Regional planning)
(iii) Drinking Water Supply, Reservoir etc.
(iv) Sewerage, Drainage
(v) Solid Waste Management & Waste water treatment and garbage plants, etc.
(vi) Transport system and management (Roads, Bridges, Flyovers, MRTS and public Transport, bus and truck terminals, orbit traffic, viaducts, expressways, subway, tunnel, inbuilt lighting systems in different urban infrastructure as applicable etc.)
(vii) Hydraulic engineering, Lake development, River conservation, River front development etc.
(viii) Environment improvement (Construction of Crematorium, Slaughter house and others related activities.)
(ix) Poverty Alleviation programme.
(x) Urban Environment and civic amenities (Working Women Hostels, Marriage Hall, Night Shelter, Old age, destitute and children homes, Playgrounds, Community halls, Park, Street lighting etc.)
(xi) Real Estate Development and Housing
(xii) Capacity Building programme for Urban Local Bodies (ULBs)
(xiii) Architectural, Surveying and Engineering services
4. Scope of Works for assisting the State govt./Urban local bodies include one or more of
(i) Development of Concept Plan/Preliminary Project Report,
(ii) Preparation of Detailed Project Report,
(iii) Business Plan and Project Structuring,
(iv) Bid Process Management, which will comprise of suggesting strategy for pre-qualification and preparation of necessary documentation (NIT, TOR, Terms & conditions etc.)
(v) Bid Solicitation and Evaluation, Contract documentation
(vi) Research and training of personnel's,
(vii) Supervision of works/Construction/Projects,
(viii) Post-Completion /Concurrent Evaluation / Monitoring.
(ix) Any other work depending upon the nature of Job/Projects.
5. The category of work slab will be of three types in terms of amount as
(a) up to 1 crore (b) up to 10 crore (c) More than 10 crore
Consultants have to specify their capability in term of above catogery. However the state govt. and ULBs be at liberty to appoint the consultants categorised higher for work less than the amount of their category depending upon the nature of job.
6. From amongst the Panel the consultants will be appointed to provide such service to state govt./ULB's/Development Authority as and when required on the basis of nature and requirements of job/project, on such terms and conditions as would be laid by the concerning appointing authorities.
7. The form in which the Application should be presented:
(i) Name
(ii) Registration no.
(iii) Addresses of Officers in India/abroad
(iv) Account and Audit Reports of last three years,
(v) Works experience with relevant documents,
(vi) Personnel's, Equipments/Machineries – Regular Technical staff and Expert on panel – with their C.Vs and consent of availability,
(vii) In house Hardware's and Software's
(viii) Any other information which applicants deem necessary.
8. Intending Applicants may obtain information on qualification criteria and other issues from Nodal officer, Mr. Gajanand Ram, Asst. 9. Application(s) should be supported with a non-refundable processing fee of Rs. 10,000/- (ten thousand) only in form of crossed DD payable to Secretary, Urban Development Department at Ranchi, without which it shall be rejected.
10. Qualified Consultants only will be informed about their empanelment with code number(s) and discipline(s) of the works.
11. The Panel will be valid for 3 (three) years from the date of final selection. However the department will be able to make deletion, additions or alterations in the list of empanelled consultants. Only those who are short-listed will be allowed to participate in the further bidding process item wise works as per need of the department. This list shall not be binding on the state & ULBs and they may appoint consultants afresh depending upon the nature of projects.
12. The Department reserves the right to accept/reject one or all of application(s) without assigning any reason therefor.
13. The application with all testimonials, documents, etc. should reach to the Nodal Officer, Urban Development Department, Jharkhand Mantralaya, 4th floor, P.O. – Dhurwa, Ranchi - 834004 (Jharkhand) before on 30.12.2005. Application reaching late shall not be accepted/considered for selection.
