[mpisgmedia] Response of Mr. P. M. Parate to our RTI request


We have received a letter dated 10.1.2006 letter No.
F.15(01)05/RTI/Plg/D-21 in response to our RTI request seeking
details/informations about the disposal of our letter in response to
public notice for commercial IT Park at Shastri Park.
Mr. Parate has written back that "the objection / suggestion filed by
Sh. Chaudhry was considered by the Authority while approving the change
of landuse".
Yesterday we have sent following letter to Mr.P.V. Mahashabdey,
Director, MPPR and we do not know what to make out of this.

Dear Mr Mahashabdey,

I had filed a response to MPD-2021 Public Notice and vide letter dated
29-Nov-2005 was invited for Hearing on 03-December-2005. I was not in
Delhi and on 02-Dec-2005 Balbir Singh from my office had visited your
office with a letter (text of which is reproduced below) to request
rescheduling of my Hearing and intimation at least a week in advance.

To help prepare for my presentation information was also sought about
rules/guidelines, panel/board and format for Hearing proceedings and
about disposal of my suggestions on Public Notice for IT Park (2004).
For this additional information Balbir Singh also filed, on the same
visit on 02-Dec-2005, two applications under RTI Act.

Vide your letter dated 13-Dec-2005 he was informed that Application no.
485 had been forwarded to Dir (D.C.). I assume that is the one about IT
Park and its number should have been 486, about which Balbir Singh
received letter dated 29-Dec-2005 from Dir (D.C) saying it has been
forwarded to Dir (RYP). About Application No.485, he had already
received your letter dated 14-Dec-2005 providing dates of past Hearings
and advising him to collect the Rules under law and Notifications about
Board. There might have been a problem with the phrasing of questions in
the RTI Application no.485 since this information did not serve my
purpose, viz, advice for my Hearing.

Meanwhile, Balbir Singh has received on 12-Jan-2005 a letter dated
10-Jan-2005 from A Aggarwal (AD) in your office inviting him for
MPD-2021 Hearing. Since Balbir Singh has not filed a response to
MPD-2021 Public Notice, this is perhaps a Hearing for those who have
made RTI applications about MPD-2021 Public Notice, subject of the first
complaint being heard by Central
Information Commission as per media reports.

We thank you for your invitation, but regret that Balbir Singh cannot be
spared from office on, and I also have prior commitments for,
16-Jan-2005. The nature of our business does require intimation at least
a week in advance and I hope you will accommodate that request for my
Hearing, for advice for which I will approach you after response from
Dir (RYP). We expect that any day now since Dir (D.C) letter mentions
09-Dec-2005 as the date on which he received the request and, as per his
letter, had forwarded it to Dir (RYP) before 29-Dec-2005.
