Centre to Chief Minister: No reforms, no funds

NEWVDELHI: Hours after Chief Minister Vilas Deshmukh
called on Prime Minister Manmohan Singh to push for,
among other things, substantial funds for drainage and
sanitation work in Mumbai, Union Urban Development
Minister S Jaipal Reddy poured cold water over his
plans. "No reform, no money," he said.

The chief minister wanted Mumbai's outdated drainage
system and flood-hit infrastructure to be brought
under the National Urban Renewal Mission, which will
be launched in Mumbai on February 7. He had a separate
meeting with Home Minister Shivraj Patil, who heads
the National Disaster Management Authority.

But a few hours later, Reddy had a different take. He
said Deshmukh will not get any funds unless he carries
out mandatory reforms. "But he is entitled to funds
for water and sanitation schemes," he said. Reddy said
Deshmukh tried to excuse himself from reform saying
"Maharashtra has political problems". "But my stand is
clear to all. No reform, no money."
