[mpisgmedia] RTI request: visit to Shastri Park by Hon'ble CJI and companion judges

Sirs,

Please refer to news report of metro ride, with
itinerary designed to include Shastri Park, for which
DMRC took the Hon'ble Chief Justice of India and his
companion judges on Sunday 15-Jan-2006:

Please recall the visit to Shastri Park by College of
Defence Management, about which I had requested
information under RTI Act on 18-Oct-2005:

I have since made several requests for information to
DMRC, last on 12-Jan-2006, including for information
about any exemptions that DMRC has from RTI Act:

I await response to all these.

I wish to know now who decided on behalf of DMRC the
itinerary for the visit 15-Jan-2006 and, if the visit
was at instance of DMRC, also who decided that and the
manner of invitation, with reasons for these
decisions. I also wish to know if the guests were
appraised of, and if they were not then the reasons
for the decision to no appraise them of, Delhi High
Court matters pertaining to metro property at Shastri
Park, viz, status of follow-up / compliance in WP(C)
19808/2004 (Delhi Metro Rail Corporation Ltd v/s DDA &
Ors) and the fact that DMRC has been restrained from
finalising tender for further development at the site
in WP(C) 6500/2005 (Gita Dewan Verma v/s Delhi Metro
Rail Corporation & Ors) and pleadings therein have
revealed gross illegalities in prior development at
the site, including construction without mandatory
environmental clearance or building permit.

I request you to provide me this information under
s.4(1)(d) of RTI Act, 2005, at the earliest and
preferably within the week, since I wish to write to
the Registrar General of the Supreme Court with
reference to representation made on 08-Dec-2004,
mentioned in my writ petition.

For your ready reference, s.4(1)(d) of RTI Act, 2005,
requires authorities to provide, on their own, reasons
for administrative decisions to affected persons. I
invoke the same in view of my writ petition and of my
RTI request, under s.4(1)(c), of 18-Oct-2005.
