Andhra Pradesh District Planning Committees Act, 2005: The Legislative
Assembly passed a bill on 7 October 2005 to constitute District Planning
Committees (DPCs) for the purpose of Article 243-ZD of the Constitution of
India after repealing the ordinances of 2003 and 2005.

The DPC shall consist of 30 members in each district including the
chairperson of the zilla parishad who will be the ex-officio chairperson of
the committee, 24 elected members from among the elected members of the
zilla parishad territorial constituencies and the municipalities, four
members to be nominated by the government, of whom one

member shall be from the minorities and three nominated as experts. The
district collector shall be the member secretary. MPs, MLAs and MLCs
representing the district, the chairman of the municipality and the mayor of
the municipal corporation in the district shall be permanent special
invitees to the meetings of the committee. The DPC will exercise the same
review and monitoring functions at the district level which were exercised
by the District Development Review Committee earlier.

***2.2 MODEL TOWNS AND VILLAGES IN ANDHRA PRADESH*

A new scheme to create model towns and villages in the next four years was
announced by the Andhra Pradesh Chief Minister on 19 October, 2005. The
scheme envisages 10 identified basic amenities for all villages and
towns/villages by 2009. This includes provision of houses, water and power
connections, and wet latrines, besides nutrition and primary education to
children, link roads and sanitation facilities for each settlement and

GLOBAL NETWORK ON LOCAL GOVERNANCE

Union Minister for Urban Development has launched the website of the Global
Network on Local Governance (*http://www.gnlg.org*) on 30th December, 2005
at the Institute of Social Sciences, New Delhi.

The *Global Network on Local Governance* *(GNLG)* seeks to strengthen local
democracy by providing an informal forum for discussion at regional and
global levels, politically empowering disadvantaged groups, and promoting
accountable, participative, transparent, and efficient local governments.
The network includes elected local government representatives, officials,
experts, concerned citizens, research institutions and locally-oriented
NGOs. GNLG seeks to develop and promote a sound understanding of local
democracy at the regional and global levels and to facilitate means of
sharing knowledge and experiences. The network is intended to provide a
meaningful global interface for elected local government institutions.

*Objectives:*

- Develop an understanding of local governance and disseminate
information across a wide audience.
- Provide an interface for institutions working on issues of local
governance to network and share information.
- Provide an informal forum that seeks to harness ideas and solicit
consensus of priority issues on local governance.
- Promote a culture of good governance at
- he local level.
- *The objectives will be achieved through:*
- Disseminating the values of participatory local governance.
- Providing support for local governance advocacy.
- Documenting and highlighting success stories on local governance.
- Strengthening local democracy.
- Including civil society in decision making at the local level.
- Ensuring fiscally viable local governance institutions.

*Activities of the Network:*

- Acting as a clearing house for information on local governance.
- Creating and managing a database of organizations working in the
local governance environment.
- Developing and hosting a Web site.
- Publishing a newsletter and disseminating ideas on local governance.

- Organizing study tours and site visits.
- Establishing links with existing local government networks.

*Members of the Network will be: *

- Elected representatives with an emphasis on the inclusion of rural
entities.
- Local government officials and administrators.
- Activists in the field of local government.
- Civil society institutions.
