looks like hawker-policy-farce honeymoon is over

(this connects to mlu matters: the hawker-management business whereby
molls are already collecting from hawkers as per policy will go bullish
and since malls are happening on hawker space, hawker space will have to
happen elsewhere. and delhi RWAs feeling this does not concern them could
meet sewa nagar RWA that had filed a writ petition and has now filed an
LPA against the manushi-mcd model market that was just a small pilot
project)

New Delhi, March 3: STREETS and markets in Delhi may not look the same
anymore. Acting decisively against illegal hawkers and squatters, the
Supreme Court today directed the state government and Municipal
Corporation of Delhi (MCD) to start operation clean-up within two weeks...
Taking note of an affidavit filed by authorities detailing the National
Policy on Hawkers and Street Vendors, the court asked MCD, NDMC, Delhi
administration and police to remove all illegal encroachments from
footpaths, public streets and roads... file an affidavit explaining the
scheme for removal and rehabilitation of squatters. This would include
details like alternative sites where they would be accommodated, the time
when they would be allowed to sell their wares and what items could be
sold... within eight weeks...
Putting a number on the task ahead, following the Supreme Court order, MCD
officials claimed that there are 3-4 lakh illegal hawkers in Delhi.
Clarifying that they are yet to receive the court order, officials said,
??The MCD had earlier tried to formalise space for a group of hawkers in
Sewa Nagar but this was met with stiff opposition from the local RWA.??
