2.5 mn street vendors to get ID cards
New Delhi: India will register 2.5 million urban street vendors and provide
them identity cards, top officials said here Friday.

Addressing media persons, Arjun K. Sengupta, chairman of the National
Commission for Enterprises in the Unorganised Sector, said Town Vending
Committees (TVC) would be formed to study, identify and provide I-cards to
vendors. In return the vendors have to pay a nominal fee.

The draft policy has already been submitted to Kumari Selja, minister of
state for urban employment and poverty alleviation, and will be sent to
Prime Minister Manmohan Singh for final approval.

"The policy envisages constituting TVCs on a ward-wise basis in all towns by
the municipal authorities. This will make the entire process participatory,
nearer to the ground realities and will take care of the local conditions
before registering the vendors," Sengupta told reporters.

TVCs will have members drawn from municipal authorities, vendor
associations, local banks, traffic police and resident welfare associations.

Ravi Srivastava, member of the commission, said the effort was aimed to give
a voice to the poor vendors.

"It will give a voice to the vendors. The registration and the I-card will
also help them get credit from banks with less collaterals," Srivastava told
IANS.

The commission suggests detailed monitoring mechanism at three levels - at
the ward level, municipal level and the state level. It has also recommended
that the government may amend section 283 of the Indian Penal Code (IPC) and
section 34 of the Police Act to exempt street vendors from harassment by
police. "But reasonable restrictions are specified by the commission."
