*Pune, July 12:* THE Pune Traffic and Transportation Forum has served a
notice to the Pune Municipal Corporation for the appointment of
Infrastructure Leasing and Financial Services Limited as project manager and
consultant for various road projects costing Rs 1900 crore, under the
Centre's Jawaharlal Nehru Urban Renewal Mission.

Last month, the civic administration had forwarded the proposal to appoint
ILFS as the consultant for the road projects. The fees to be paid to ILFS
would be five per cent of Rs 1900 crore that is Rs 95 crore

[image: Advertisement] Importantly, the notice sent by PTTF also states
that if the civic administration does not withdraw the proposal and institue
a process in strict confirmity with the JNNURM guidelines and the BPMC act,
the PTTF will take the steps to recover 'the entire amount spent illegaly
from the PMC.'

The notice which has also been sent to all the members of the civic Standing
Committee states that there are number of deficiencies in the proposal
forwarded by the civic administration. It states that the docket is a gross
violation of the Bombay Provincial Municipal Corporations (BPMC) Act which
mandates a tendering process and in its absence recording of reasons for
doing away with it.

''The whole process lacks transperancy and is a deliberate attempt to
conceal the recommendations from the stake holders including the citizens
and public representatives,'' the notice points out.

The notice also raises doubts on the Build, Own and Transfer system. ''This
would mean handing over the ownership during the long-lease period to
private parties who would be free to levy charges for the use of the road
infrastructure within the city limits and that the elected representatives
would lose control over the basic municipal services.''

PTTF members have also alleged that public was not consulted while preparing
a report on which the proposal to appoint ILFS is based.

Meanwhile, standing committee member Ujjwal Keskar has written to Kareer
asking for clarifications on the issues raised by PTTF and requesting to
withdraw the proposal.

''The PMC needs to give explanations whether the ownership of the roads will
be with ILFS for a period of 99 years after constructing it on BOT basis.
Also the work experience of the company is not as per as mentioned in the
proposal,'' he said.
