SELJA CALLS FOR SPEEDY SUBMISSION OF CITY PLANS

A three-day Training Programme on Jawaharlal Nehru Urban Renewal Mission
For Municipal Functionaries began at Yashwantrao Chavan Academy of
Development Administration (YASHADA) at Pune today. About 35 Municipal
officials from ten cities of Maharashtra, Gujarat, Goa and Rajasthan are
participating. The cities represented in the inaugural session are Pune,
Pimpri-Chinchwad, Mumbai, Vadadara, Jaipur, Nanded, Amravati, Aurangabad,
Panaji and Nasik. The Maharashtra Housing & Development Authority also
attended.
The Union Minister of State (Independent Charge) for Housing & Urban Poverty
Alleviation Kumari Selja called upon the Municipal Functionaries from the
Mission cities of Western Region to expedite preparation and submission of
city Development Plans and Detailed Project Reports for accessing JNNURM
funds. In a written speech, read out by the Ministry's Joint Secretary Shri
Pankaj Jain, the Minister said "preparation of City Development Plans and
Detailed Project Reports require consultation with Stake Holders, Vision for
the City, Infrastructure Requirement, Slum Improvement, Housing for
Economically Weaker Sections and Urban Poor". Kumari Selja asked the YASHADA
to develop Special Modules on Capacity Building for the Municipal
Functionaries and other Stake Holders to create awareness about the Mission.
The Minister also told the gathering that her Ministry has initiated steps
to provide a conducive environment to street vendors for earning their
livelihood.
Shri Pankaj Jain while giving a presentation on JNNURM said NURM is not only
to develop infrastructure in cities but also to provide basic services to
the urban poor. He said a sum of Rs. 13,650 crore has been allocated for the
Basic Services to the Urban Poor out of the Rs. 50,000 crore JNNURM funds.
He said Rs.1, 000 crore have been allocated in the current financial year
for providing basic services to the urban poor. Integrated Housing & Slum
Development Programme also provides housing and basic services to the urban
slum dwellers in the country, he added.
Speaking on the occasion Shri Ratnakar Gaikwad, the Director General of
YASHADA said that the Academy runs 1,000 courses in an Academic Year and
30,000 people are trained every year. He said all possible assistance would
be extended to the Municipal functionaries and other project implementing
agencies for the success of the National Urban Renewal Mission.
Dr. Nitin Karir, the Municipal Commissioner, Pune narrated his experience
while preparing Pune's City Development Plan to the audience.
As you are aware that JNNURM is aimed at creating economically productive,
efficient, equitable and responsive cities and will focus on improving and
augmenting the economic and social infrastructure of cities; ensuring basic
services to the urban poor including security of tenure and housing at
affordable prices; initiating wide-ranging urban sector reforms whose
primary aim is to eliminate legal, institutional and financial constraints
that have impeded investment in urban infrastructure and services; and
strengthening municipal governments and their functioning in accordance with
the provisions of the 74th constitutional Amendments.
The three-day workshop will disseminate information about the Jawaharlal
Nehru National Urban Renewal Mission and about various schemes with a view
to enhance capacity building of the officials of the implementing agencies.
It will train the officials on structure and implementation of the various
programmes meant for the urban poor, to sensitise the State Government
authorities on various reforms enumerated in the Urban Renewal Mission and
to enable the participants understand technical concepts like financial
viability of each project and environmental and social impact of the
projects. The three-day programme will also help the state functionaries on
how to prepare city development plans and detailed project reports. The
workshop will also deal with the detail of the community participation and
for efficient delivering of basic services to the urban poor.
As you are aware that the Jawaharlal National Urban Renewal Mission was
launched on the 3rd of December 2005 by the Prime Minister Dr. Manmohan
Singh in New Delhi to build and renew urban infrastructure in 63 selected
cities across the country. The total allocation for the mission is Rs.
50,000 Crore to be spent in seven years by the Central Government and an
equal amount will be spent in this period by the State Governments and the
Urban Local Bodies. The mission has two sub missions – one deals with urban
infrastructure and Governance and the second sub-mission focuses with basic
services for urban poor.
The Sub mission, the Basic Services to Urban Poor is being implemented by
the Union Ministry for Housing & Urban Poverty Alleviation. The sub-mission
Urban Infrastructure and Governance is being implemented by the Union
Ministry for Urban Development.
