Saigal panel for decentralisation

The Committee set up by the Union Government under
former Chief Secretary Omesh Saigal to suggest reforms
in the functioning of the Municipal Corporation of
Delhi (MCD) is all set to recommend decentralisation
of the gargantuan body.
The report, which is likely to be submitted to the
Union Home Ministry by August 7, would suggest greater
power at zonal levels and bringing suitable amendment
in the Delhi Municipal Act to make the recommendations
applicable...
Speaking to The Pioneer, Saigal said that the report
will recommend public bhagidari at every level. For
effective functioning separate budgets should be
prepared and taxation powers delegated at zonal level
so that people can take decision on their own. The
report will also recommend harsh penalty for violation
of the MCD Act...
The MHA had also constituted Ashok Pradhan Committee
to suggest ways to end multiplicity of authorities in
the Capital. The Pradhan committee too is expected to
submit its report in the month of August.
