[mpisgmedia] DMRC IT Park: EIA hearing Public Notice

Sir,
Please refer to your Public Notice at p.2 of the
Hindustan Times dt 31.07.06 for *Public Hearing for
Environmental Clearance to the construction of Delhi
Metro Rail Corporation, IT Park, GT Road Delhi*. This
states that details of application and other documents
including executive summary submitted by the project
proponents is also available at DPCC website ie,
http://dpcc.delhigovt.nic.in/

This is to request you to ensure the claimed website
publication forthwith, as no documents and nearly no
details are available as yet. In the EIA section on
DPCC website:

* the link labeled *List of documents submitted by EIA
application* leads to an inventory for 26 projects of
which DMRC IT Park is not one.

* the link labeled *Executive Summaryof EIA
Applications* is to a list of 28 links that include,
at no.19, one labeled *D.M.R.C* that does not function
(ie, it returns http error 404 File or Directory not
found)

* the link labeled *EIA reports* is to a list of 13
links, none of which are DMRC or DMRC IT Park

* the link labeled *Status of EIA Applications*
provides *details* of DMRC IT Park in row 31 in the
table summarizing 35 cases that are not entirely
consistent with the information available on, say, the
website of DMRC (joint venture of Delhi Govt and GoI).
About the Present Status of the application, col.14
says that *A letter was issued to the unit on
29.03.2006... The unit has furnished a reply along
with an affidavit. Further, EIA submitted by the unit
is to be examined by committee constituted for this
purpose*. The website also does not disclose any
document concerning this extraordinary committee.

Secondly, this is to request the view of DPCC on the
legality and propriety of issuing this Public Notice
for a project sub-judice in my writ petition WP
6500/05 in which Delhi Govt has not filed reply on
notices issued by the court since April 2005 and DMRC
has falsely claimed EIA clearance.

In the mean time, kindly consider this an objection to
your Public Notice itself on grounds of it having been
published without ensuring customary website
publication of relevant documents and without
reference or regard to the matter being sub-judice.
