Consultants for Jawahar Lal Nehru National Urban Renewal Mission(JNNURM)

The Ministry of Urban Development, Government of India has launched
Jawahar Lal Nehru National Urban Renewal Mission(JNNURM) to develop urban
infrastructure and provision of basic services for urban poor in 63 cities
across the
country. Objective of JNNURM is to ensure integrated, planned and
sustainable
development of financially self reliant, economically vibrant and equitable
development
of cities by providing substantial central assistance and encouraging
reforms to improve

Ministry of Urban Development is planning to appoint a communication
Consultant
to assist the ministry in creating awareness amongst various stakeholders
including
citizens at large about the Mission and enlist their support through an
effective
communication plan. The communication plan is meant to engage with the
target
audience across the 63 cities to build awareness of Mission objectives and
scope
through a process of inclusion and activation.
Advertising agencies who meet the following prequalification criteria may
submit
their Expression of Interest(EOI) to the undersigned by 17th August, 2006.
1. The agency must have a consolidated turnover of more than Rs.300 crore
for
each of the 2 previous financial years.
2. The agency must have national presence with at least 4 offices across the
country with more than 10 years of consolidated experience in India.
3. The agency should have in-house specialist units for outdoor, media
planning &
buying and activation.
4. The agency must have an experience with working on Central Government/PSU
accounts.
EOI may include the applicant's past experience in similar work or services
and
its broad strategy and comments on the objectives and scope of work
mentioned
above. On the basis of their response, agencies will be short listed and
such agencies
will subsequently be requested to submit detailed proposal outlining their
strategy(Technical bids) and financial bids.
