NEW DELHI: Municipal bodies have been synonymous with corruption. But civic
agencies which want to use central funds and beat urban decay, will have to
turn a new leaf and account for quality of services, provide quarterly
financial statements and reveal official records.
Urban development ministry's model Municipality Disclosure Bill, to be
adopted by states pitching for funds under the Jawaharlal Nehru Urban
Renewal Mission (JNNURM) to revamp crumbling infrastructure, calls for
municipalities to put in public domain details of services being offered and
their quality.
The agencies also have to provide details about their financial health on a
quarterly basis.
"The move will empower people to demand better services as promised by civic
bodies in their disclosure details," said an official.
The model Bill, aimed at injecting transparency and accountability into
varicose municipal administration, will require civic agencies to disclose
their financial statements within two months of the end of each quarter and
for the full year within three months of the end of the financial year.
"The release of medium-term fiscal plan on quarterly basis will empower
stakeholders to evaluate the civic agency's performance and enforce
accountability on officials," sources said.
According to the draft Bill, urban bodies will publicise official records
while revealing their decisions.
