DEVELOPMENT
Invitation for Expression of Interest for Regional Training Hubs for
Training Delivery to
Urban Local Bodies (ULBs) and City level agencies in Mission cities under
Jawaharlal Nehru National Urban Renewal Mission (JNNURM)
Ministry of Urban Development, Government of India has launched the
Jawaharlal Nehru
National Urban Renewal Mission (JNNURM) to develop urban infrastructure and
provision of basic
services for urban poor in 63 cities across the country. Objective of JNNURM
is to ensure integrated,
planned and sustainable development of financially self reliant,
economically vibrant and equitable
development of cities by providing substantial central assistance and
encouraging reforms to
improve urban governance. Further details of the program can be seen at the

Ministry of Urban Development is launching a massive capacity building
program under
JNNURM in response to an urgent need to professionalize and strengthen the
skills of municipal
functionaries. This is an imperative as the 63 ULBs, covered under the
Mission, face the challenges
posed by reformed operating principles and practices of urban development in
the country. An
extensive, focused program for training delivery and skill development under
JNNURM intends to
bring together institutions engaged in delivery of training on one hand; and
ULBs and other city
level agencies that need to access such training on the other.
Considering the limited capacity of the supply institutions, the strategy is
to draw in a select
set of government aided centers of excellence, to operate as Regional
Capacity Building Hubs to
expand, deepen and energize the supply side. A group of Network Institutions
(national/state/city
level) will be aligned with each Regional Capacity Building Hub to
strengthen them and accelerate
the capacity building program. If your institution is geared to take on the
challenge and
responsibility of operating as a Regional Capacity Building Hub to oversee,
support, monitor and
assure quality of programs contact us. Applicants will be judged on merits
of their technical and
institutional capacities. Selected institutions will then be asked to submit
time-bound proposals on
basis of needs, arrived at in consultation with the Network Institutions
aligned to them.


Agencies who meet the following criteria may submit their Expression of
Interest (EOI) to
the undersigned by 27th December, 2006.
1. Government aided institution, with a minimum existence of five years
2. Experience of establishment/ playing a lead role in training in urban
sector development and
governance; experience of working across states in the country, and
specifically in partnership
with other urban training institutions.
3. Experience with various policy makers at the national/state level
4. Track record of innovation and leading in development of portfolio to
respond to emerging
needs in the sector, and support government activities, at national or state
level
5. Institutional linkages with international networks is preferable
6. The organization should have handled funds to the tune of minimum Rs. one
crore per annum,
on an average in the last 3 years
EOI may include the applicant's past experience in training, education &
research in urban
development & municipal finance, profile of the organization and of its key
personnel in the relevant
fields, experience of working with state governments, statement of its
finances / audited accounts
and governance structure of the institution. On the basis of their response,
agencies will be short
listed and such agencies will subsequently be requested to submit detailed
Technical proposals.

The capacity, interest and willingness of the institution to take on the
challenge
seriously and focus on the JNNURM program with dedicated staff and resources
will be central to
the process of engaging the Regional Hub Institutions.
