?recommendations? of 1999 and have been ?announced? in
different ways before. These announcements have no
legal / Constitutional basis but they promote real
estate investments and this time media and ?experts?
and ?civil society? are being used to create an
illusion of popular support, which will by and by make
the red herring a monster. The ease with which the
question about legality / Constitutionality has been
skirted is especially noteworthy about new-age
discourse for consensus building.
