That should be latitude (as in latitude and longitude)
rather than altitude. The US National Oceanic and
Atmospheric Administration page at

notes:
"Then in late 1872 he was directed 'to take charge of
the Pendulum Experiments of the Coast Survey' and to
'investigate the law of deviations of the plumb line
and of the azimuth from the spheroidal theory of the
earth's figure'. The next 8 years were the zenith of
Peirce's scientific work in the Coast Survey. It was
during this period that he attained international
renown as a geodesist, MADE PIONEERING STUDIES OF THE
SHAPE OF THE MILKY WAY [gallaxy], and used the
wavelength of light to define the length of the
meter". (my emphasis)

Regarding the relationship between Peirce's philosophy
and his pendulum researches it might also be
interesting to note the following:
"Rationalism, while more respectable and intellectual
than the other two methods [faith and authority],
makes beliefs a matter of philosophical 'fashion'.
Peirce notes that the history of PHILOSOPHY IS
CHARACTERIZED BY A PENDULUM-LIKE SWING BACK AND FORTH
BETWEEN IDEALISM AND MATERIALISM. People will notice
this fact, and -- since their ideas seem to be
determined by the 'taste' of the era, and not by what
is really true -- they will begin to doubt their
beliefs".
