open planning proposal (mpls)

[sending this to the list because I think sharing ideas about
how cities develop in a public forum such as online brings
the possibility for other options, or imaginations. I sent this
to the city council and mayor and governor and many other
representatives here, though I wonder if others may have
a similar sense about where they live, having ideas of how
things may work together, and if following the 'eyeballing'
of data via Microsoft's Terraserver maps, these proposals
could be made more publicly available as proposals/ideas].

Proposal for the Open Planning and Development of Minneapolis

The City of Minneapolis recently christened a rebirth in light-rail
mass transit which runs from the Downtown area (MPLS) towards
the International Airport and Mall of America, along Hiawatha Ave.
which today consists of mostly car traffic going from suburb to city.
This new lightrail line creates an opportunity to develop relations
in several areas key to the nature of the city, including its public
park system, arts gardens and institutions, bike trails, and unique
offerings for visitors and residents alike, especially with regard to
reintroducing the people to the Mississippi River, Fort Snelling,
Minnehaha Falls, and chain of city lakes connected by its creek.

One aspect of planning could involve the use of existing and new
bicycle paths to connect the expanded Walker Sculpture Garden,
now under construction, with the light-rail and parkway system to
allow for non-car travel and transit within this central city-zone. (1)
By tying the new gardens in with the existing gardens and parks,
and making these part of a common and accessible bike and-or
walking (or bus) route, many parts and activities of the city could
be connected as they currently are not. Thus, from the Walker Art
Center outdoor sculpture gardens, one could travel along the city
chain-of-lakes, by the Isles, Calhoun, Harriet, along the creek to
Nokomis, Hiawatha, and finally to the Falls, and the Mississippi
River where they could connect to light-rail with their bicycles to
return to the downtown area or to newly constructed small hotels
along the riverfront parkland, with tiered porches looking out and
across the river bluffs, into the scenery. (4)

Culminating this new path would be a revitalization and new
vision for the Mississippi Parkway at the historic Falls area,
in which the public arts would take a more active role in the
area and create engaging and lively atmospheres that are
respectful and complementary to the existing aspect of the
wilderness, while adding an artifice and nightlife to the area
with restaurants and public gardens and picnic areas in the
grassland in which a more formal setting is established for
this historic area. In part like the Parc de la Villette in Paris,
the new riverpark area (2) could include mirrors, motion,
sound, light, and other sensor-based systems to enhance
the experience of the area, in a limited yet dispersed way.
Therefore, a barge coming up the Mississippi lock system
may shine its spotlight on a giant sculpture along the bank
of the River, recognizing at least in this one small area that
it is an inhabited place with an awareness of its own culture.
This human scale of sculpture and landscaping could in turn
help with the out of town visitors, offering more perspectives
than the purely historical and, by allowing the inventive and
creative aspects of the local culture to be represented in a
way complimentary to the natural setting, not overwhelming,
a consistency and uniqueness in the city could be expanded
and shared with more people. So too, all along the Hiawatha
rodeway there is an opportunity for parking garages and for
new housing so that those who work in the city can live in
the city in affordable dwellings, and if ever there was the
need and the place for such a development it is along this
corridor where the scale allows for 4-6 story buildings to
rise in relation to the light-rail and the cars in this area, yet
to add a bikepath here would also help.

In all, this brief sketch is to propose a connection between
various ongoing and imagined proposals for development
working together to meet the needs of the city in addition to
its value to residents and visitors alike, and to share this in
a way that continues the values and traditions unique to its
very special landscape. With the more commercial scaled
developments along the Mall of America (MOA) including
a possible casino development, the time seems right to
consider what an area next to an international airport can
allow for bringing people into and around the city, and in
ways that both introduce and reintroduce the gems of this
place, what makes people love this place and want to stay
because of its beauty and idiosyncratic aspects in which
sometimes being slow does not result in the worst future.
So too, existing redevelopment (3) along the light-rail line
offer a chance to bring a public commercial zone that is
held in common among many neighborhoods, including
some of those most isolated, and the economic, cultural,
and other resources could be more readily shared and
developed in ways that strengthen the communities as
parts of a larger city while retaining the neighborhoods.
