The Dutch architect Rem Koolhaas, whose work with his Rotterdam-based Office for Metropolitan Architecture is the subject of a current exhibition at the Museum of Modem Art in New York, would probably have trouble with the Americans With Disabilities Act if he tried to build in this country.
