*Objectives and Scope* In recognition of the critical importance of rapid
urban development, India�s Prime Minister launched the JNNURM on 3 December
2005. Cabinet approved the JNNURM on 17 November 2005. JNNURM is a �reforms
driven, fast track, planned development of identified cities with focus on
efficiency in urban infrastructure/services delivery mechanism, community
participation and accountability of Urban Local Bodies /Parastatals towards
citizen�(JNNURM Mission Statement). The Mission duration is to be for seven
years, beginning starting 2005-2006, and includes a central outlay of
approximately $11 billion. 63 cities are designated to be eligible for
investments through JNNURM. Each city will enter into a memorandum of
agreement (MOA) with the GOI and its parent State, committing to a range of
mandatory and optional reforms related to urban governance. City Development
Plans (CDPs) will be developed, which will consider each city�s unique needs
in an integrated and participatory manner, and prioritise investments that
need to be made during the Mission period and beyond. Based on the
prioritization in the CDPs, Detailed Project Reports (DPRs) will be prepared
by the cities for the investments seeking JNNURM funding. The proposed TA
will provide technical assistance to the Mission Directorate, MUD for
effective implementation of JNNURM and provide technical support to ULBs for
accessing JNNURM funds. The underlying goal of the TA is to leverage and
mobilize the substantial resources allocated by GOI for urban development
through JNNURM, and to help ensure maximum impact of the program in terms of
reforms at the state and local level, as well as in terms of physical
development of urban infrastructure. As such, the primary impact of the TA
will be the effective management and disbursement of JNNURM funds,
significant governance reforms at the state and ULB level, efficient
processing and implementation of JNNURM funded interventions at the ULB
level, and an overall improvement in the urban environment of India�s major
cities.

*Consulting Services* The TA will be implemented over a period of three
years beginning around March 2006. The consulting services will total 294
person-months of inputs, all to be provided by domestic consultants. The
consulting team will comprise a management specialist (team leader), a
project monitoring and evaluation specialist, a financial analyst, a
municipal engineer, and a municipal finance specialist for 36 person months
each. An urban planner, a training and change management specialist, a
project implementation specialist, a legal and regulatory specialist, and a
transportation planner will each provide 18 person months of consulting
services, while a social development specialist and environment specialist
will provide 12 person months each of consulting services on an intermittent
basis over the project duration. A consulting firm will be engaged using the
quality and cost-based selection method, in accordance with ADB�s Guidelines
on the Use of Consultants by Asian Development Bank and its Borrowers and
other arrangements satisfactory to ADB for engaging consultants.
