I believe the School of Architecture at the U. of AZ has done a lot of the
work on this concept; I remember seeing a photo of a model showing a
proposed plaza featuring such cooling towers. Try contacting them.

As far as I know, almost anything could be used, including fabric stretched
over a light metal frame. The stack acts only as an air channel and holder
for the evap. coolers.
