Two thoughts on your last message:
1. You ascribe more intelligence and capability for diabolical plotting
to HUD than any government bureaucracy is capable of. Negligence,
incompetance, ignorance and insensitivity are the enemies to be battled.
2. Have you considered maintenace and update costs? Outdated hardware
and software ( i.e. donations) are useless. They give the appearance of
action where none exists.
