Objective Measures?

Michael in part says,

". . . it's more likely for the academy to hire and tenure someone with
credentials that are objectively measurable (publications, prizes,

licensure, degrees) than those *not* easily measurable (talent,
qualitative experience, classroom performance, character, etc."

Can we go a little deeper into meaning?
What is a definition of an "objective measure?"
Are those instruments of measure are objective?
