Lok Sabha Standing Committee was examining functioning
of DDA pursuant to the scam that CBI caught at master
plan minding levels in 2003. Its report seems to have
been tabled, but is not on Parliament website yet.
Yesterday there were news items in Asian Age (re games
village) and AA and Pioneer (re private sector
participation proposal) and today in Pioneer (re
DDA/MoUD counter-view on PPP) and Express Newsline
(calling standing committee panel-on-land-use and re
RWAs, opinion of one of the writers of the byelaws
proposed with usaid-sponsored legislative amendment,
etc).

Parliament panel criticises DDA

New Delhi, Aug. 2: Criticising the Delhi Development
Authority for failing to begin work on the
Commonwealth Games village with only five years left
for commencement of the event, a parliamentary
committee has recommended that issues related to site
of the village be sorted out expeditiously.
The standing committee on urban development, in its
report tabled in Parliament expressed concern "over
the fact that only five years are left for the
commencement of Commonwealth games and construction of
the Commonwealth games village at Akshardham was yet
to begin." Noting that a portion of the land for the
construction of the games village belongs to the up
government and negotiations are still going on to
acquire it, the committee recommended that matters
should be sorted out expeditiously and construction of
the village in Akshardham

House panel unhappy with DDA?s housing plans

New Delhi, Aug. 2: A parliamentary committee on urban
development has shot down the Delhi Development
Authority?s proposal to open up the housing sector to
private parties. It has pointed out that participation
of private builders at a large scale would lead to
escalation in the cost of dwelling units and such
houses would go beyond the purchasing power of the
common urban population in Delhi.
The eighth report of the standing committee tabled in
Parliament on Tuesday and chaired by Mohd Salim,
expressed the apprehension that in view of the
repeated complaints about the alleged nexus between
DDA officials and the private builders, the
construction of houses by the private parties may not
be in accordance with the zonal and master plans.
"The committee is of the firm view that the DDA must
be primarily responsible for the residential housing
development in Delhi," it said in the report. DDA had
recently announced its plans for engaging the private
sector in land development for housing projects in the
capital. It said it was sending its proposals
regarding the same to the union urban development
ministry.
The committee recommended that the DDA and Delhi
government give a fresh look to the decision for
opening up the housing sector to private builders.
Later, Mohd Salim told reporters the issue of proposed
entry of private builders in the housing sector
figured at the fag end of the discussions of the
committee.
"The committee has taken note of it and expressed
apprehensions," he said. In view of the increasing
number of people migrating to Delhi, the committee
recommended that DDA should develop proper sanitation
facilities and re-locate people living in squatters
and slum tenements to appropriate areas.
It recommended that a suitable policy framework be
adopted so as to curb cropping up of new unauthorised
colonies. The committee also observed that it was high
time to see whether DDA can be given the status of
"navratna" with more functional autonomy.
The committee, meanwhile, also noted with concern that
in many resettlement colonies for slum dwellers, the
houses were "grossly sub-standard" and appeared to be
in a dilapidated condition. "The committee desired to
know as to why it was so and what steps were proposed
to repair these houses," the report said

MPs frown upon DDA's move to privatise housing

The Parliamentary Standing Committee on Urban
Development (2004-05) has put a spoke in the wheel of
the privatisation of housing sector by Delhi
Development Authority (DDA).
Chaired by CPM MP Mohammad Salim, the committee in its
report presented in Parliament on Tuesday stated: "The
DDA must be primarily responsible for the residential
housing development in Delhi."
DDA is controlled by the Union Ministry of Urban
Development."The participation of private builders on
a large scale would lead to cost escalation of the
dwelling units and such dwelling units will be beyond
the purchasing power of the common urban population in
Delhi," said the committee which has prominent
Congress MPs like Pawan Kumar Bansal, Avtar Singh
Bhadana and Sajjan Kumar as members.
"The committee, therefore, desires the DDA and Delhi
government should give a fresh look towards their
decision of inviting private builders in a large scale
in taking up mega projects," the report said.
DDA had recently announced its plans for engaging the
private sector in land development for housing
projects in the Capital. It said it was sending its
proposals regarding the same to the Union Urban
Development Ministry.
In view of the increasing number of people migrating
to Delhi, the committee recommended that DDA should

professionals who might be absorbed in the

DDA debunks fears on cost escalation

Notwithstanding the apprehensions of Parliamentary
Standing Committee on Urban Development over involving
private firms in housing sector, the Delhi Development
Authority (DDA) will go ahead with the move at full
throttle.
"On this front, we are not at odds with Urban
Development Ministry at all. It is being done in a
co-ordinated manner and with the total consent of the
Ministry," a top ranking DDA official told The
Pioneer.
"Though the apprehensions and reservations of
Parliamentary Standing Committee are unfounded, we
will take stock of them. There will be no cost
escalation of the dwelling units. The private parties
will make the flats available as per the cost fixed by
the Authority," the official, pleading anonymity,
said.
"If we sell an MIG flat for Rs 15 lakh, a private
party cannot sell the same for Rs 20 lakh. The
production cost will decide the final cost of each
dwelling unit. They will not be given a free hand.
Checks and balances will be there," the official
added.
Parliamentary Standing Committee chaired by CPM MP
Mohammad Salim in its eigth report presented in
Parliament on Tuesday said the DDA be primarily
responsible for the residential housing development in
the Capital.

purchasing power of the common urban population in
Delhi," the Committee observed.
Notwithstanding the tall claims of DDA vis-a-vis its
housing commitments, the ground realities tell a
different story. "A tangible number of backlog of
8,668 and 2,883 in respect of the new pattern
registration scheme (NPRS) still exists with the DDA."
"Although more than two and half decades have elapsed
when the NPRS was launched in 1979 but the bonafide
registrants are still waiting for the allotments. The
Committee, therefore, express dissatisfaction that
timely, honest and pragmatic measures have not been
taken by the DDA in making the NPR scheme a successful
model," Parliamentary Standing Committee Report
observes.
"As regards the Rohini Registration Scheme, 1981, the
Committee is further distressed to learn that a
backlog of 27,043 still exists. The Committee hardly
needs to emphasise that such a situation hampers the
credibility of DDA and sullies its public image," the
Report adds.
As per the Master Plan of Delhi (MPD) 2021, Delhi
would need 24 lakhs dwelling units more to meet the
arising requirement. DDA plans to construct about 12
to 15 lakhs dwelling units, the rest has to be
supplemented by the private sector.
According to the officials, the private developers
will have to complete the project under a stipulated
period of three years. The internal services provided
by the developer must have approval of the concerned
civic agencies and necessary community services should
be there as per the recommendations of the MPD 2021.'
