MUMBAI MODEL IN VASANT KUNJ!
On 08.07.03 there were reports of DDA?s approval of
in-situ (free) flats for slum dwellers a?la Mumbai.

The ?Mumbai model?, apart from having failed in
Mumbai, is illegal in Delhi and when it was announced
in November 2002, citizens? groups from Vasant Kunj
and from Narela had written to object. see

One of the ?pilot projects? now announced is in Vasant
Kunj, in disregard of two court matters and one public
notice process, besides fairly widespread citizens?
opinion against illegal development.

CITIZENS? JOINT STATEMENT
At the meeting on 05.07.03 at Narela, groups from 20
slum and resettlement areas signed a Citizens? Joint
Statement for implementation of Master Plan
entitlements to housing. (see

for context. The statement itself has to be translated
from Hindi and posted). This was to make the point
that a stay on evictions is expected not till polling
day but till implementation of housing entitlements.
Clarification of basis of labeling implementation
backlog ?encroachers?, accountability on
implementation failures, compensation for illegal
sub-standard resettlement, and priority in future
housing development is expected. Clarification is also
expected of the basis on which all and sundry are
proposing ?alternatives? falling short of entitlements
and disparaging the Plan to ?justify? these.

Some or all of those who signed the joint statement
and/or wrote earlier to object to the Mumbai model
might be calling a meeting or press conference in the
coming week.
