Still another factor in addition to those you've already mentioned. I see
you're at a state-funded university. There seem to be certain architectural
firms willing to jump through all the hoops to get state-funded jobs,
and others don't apply. Then there's the process by which the state
chooses an architectural firm; it's not like a private business where
you can just pick one you feel comfortable with and whose prior work
you can examine.

I can't speak from direct experience with the process, but just from
observing the results. We certainly have our share of architectural
anomalies here.
