The problem of housing in high density uban areas, such as SF, really is
a legal problem, not a matter of construction technique. The only way
out of the messes that we have made is to "legislate" our way out.
Various beaurocratic methods advanced to "protect" affordable housing
may not have worked. But, that should not mean that we should stop trying!
A laissez-faire real estate market would be an even bigger nightmare.
