In GATS our planning regulation is headed for WTO dispute resolution
system. If state or local law is successfully challenged as trade barrier
GoI will take steps to ensure state or local compliance. In that will help
these MoAs to do (with or w/o MoUD-prescribed firms / tool-kits) CDPs made
out of visions of Narayan Murthys and E Sreedharans, area-specific byelaws
by/for participatory local area planning and self-sanctioned architecture
and other things being made hot-hip-n-happening with 100000 cr promo
frenzy.
mega-businesses might have to lobby other governments to challenge (less
socialist) land use policies in US or EU, here we are doing voluntary
demolition of our laws (and capital absurdities like demolishing by court
infused vigour violations of the building-byelaws that we are reforming,
in name of upholding the master plan that we are demolishing) and
self-help installation of USAID-made GATS-enabling substitute regime: in
mission-mode.
