Dear Sirs,
I am writing to you because in the Organisational
Chart available on DoPT website (About-Us section)
UNDP project on Access to Information is listed in the
work allocation under you and I have not been able to
locate on DoPT website information of any training
activity for RTI Act, 2005. About the UNDP project I
have been able to locate on DoPT website (in UNDP
Projects section, Contact-Us link on which is to UNDP
address on Lodhi Road), only a 1-page document with
description of an old (2003-04) project (Capacity
Building for Access to Information, No.IND/03/024) at:
http://persmin.nic.in/otraining/capacitybuilding_a2i.pdf
I request the following:
1. Publication on DoPT website, under s.4 of RTI Act,
2005, of information about all training activity for
purpose of RTI Act
(including training need assessment, overall training
policy and strategy, design of training, programs
already implemented / piloted, their assessments,
review of training design / policy / strategy, ongoing
training activity, etc).
2. Publication on DoPT website, under s.4(2) of RTI
Act, of information about redesign of the (old) UNDP
project for conformity with RTI Act, 2005
(I assume that the project, meant for 2004-2007, is
continuing but has been suitably modified on
systematic basis such as assessment of stages already
executed, SWOT type evaluation vis-a-vis RTI Act
training imperatives, etc)
3. Updating the database for resource details query
screen (List of Trainers section) to include all DoPT
qualified trainers for purpose of s.26(1)(d) of RTI
Act
(I cannot find my name from the query screen, though I
had successfully completed, as Senior Fellow in Human
Settlements Management Institute, both DTS and DOT
courses conducted by DoPT at UP Academy of
Administration in 1995/96 and was recruited, after I
had left HSMI, by the UPAA to design and conduct
training. Names of colleagues (still) in HSMI who I
know completed DTS are also not there).
If the above requests do not concern you, I request
that you forward my eml to the concerned officers. In
the list of 42 CPIOs for MoP, training projects funded
by UNDP are in Subject Matter for Shri Salim Haque
Dir(Trg), but I am not able to locate his eml id.
Also, I am not resorting to s.6 of RTI Act. As a
qualified trainer who has offered training design /
strategy support (to DDA) for RTI Act implementation,
I could be consider person affected by DoPT decision
not to publish details of RTI training activity and,
accordingly, my requests could also be considered
under s.4(1)(d) of the Act. I would be very grateful
for expeditious consideration.
