Augh! Always MIB leading from the front! Why is it on
an MIB web and not on MUD or Lok Sabha webs? Are they
not supposed to invite public comments on Bills
anymore?

I could not find the Special and was all a-fret as
reports suggested a clever number with little to do
with *moratorium* (btw, bulldozers were out also at
Pushta today, and hawkers were removed by cops in VK)
and lots to do with law-substituting. Turns out to be
not so clever number for all that.

I am not tracking at present and would be grateful for
posts about this Bill.

I expect biggest beneficiaries will be big-fish (MCD
had issued sealing notice to one of the metro property
development walahs the previous week, suspended by Spl
s.3(3)), hawker-policy-making ladies-ngo and
housing-rights-bill-drafting ngo-munch / builder flats
n other in-situ walahs and *mixed-land-use*
obfuscators (green-channeled by Spl s.3(1)c) and
committee-fied and consulted stake-holding bhagidaars
(legitimised all over the Spl preamble and Spl
statement of objects n reasons). The Mission advances.

btw: I have nugget from Delhi Govt stridently
informing MUD that Delhi UD Deptt is nodal for JNNURM
(cc me, as I had wondered u/s.4(1)d RTI). And I am
informed that my request, made with tenner u/s.6 RTI,
for inspection of files concerning Omesh Saigal &
Multiplicity committees *has not been possible* to
accept -- which could mean they keep no files, *idiom
is verbal not written* (phrase courtesy: Sajha Munch
chief, 2000), etc, or chaps have blotted my impeccable
RTI record book with rude refusal. am caught between
wondering about file-free fashion (recall the
USAID-MCD Bill by oral orders) and working up
hell-like fury of woman-spurned.
I mention these because the *moratorium* Spl is marked
by same opacity. What we need perhaps is a
*moratorium* on the frenzied noise-making, to take
pause to check basic premises. That, of course, is
asking for the moon. Cheers.
