MoUD Public Notice - without jurisdiction?

ToI has a report on a Public Notice by MoUD for change
of land use. The report is not very clear and I have
missed the Notice in newspapers. If someone knows when
it was published, please tell.

s.11A(3) of Delhi Development Act requires Public
Notice to be issued in form prescribed by rules, which
require it to be issued under signature of DDA
Secretary. I think it is beyond MoUD?s jurisdiction to
issue such Notice. This is relevant, at least
theoretically, because DDA has representation of state
and local government as well. MoUD issuing Notices
like this skirts wider consideration of land use change
decisions. This question has been raised with MoUD/DDA
apropos the Idgah Public Notice that MoUD issued in
May 2003 and has yet to be settled.

Master Plan changes for DDU Marg

NEW DELHI : The Union urban development ministry has
proposed to make modifications in the Master Plan for
Delhi , 2001 for change of land use in areas adjacent
to the Deen Dayal Upadhyaya (DDU) Marg. A public
notice has been brought out by the ministry to change
the land use of certain areas on DDU Marg which comes
under Zone D of the Master Plan.
The land use of pocket 8, bounded by Kotla Road on the
south, Mata Sundari College and gurudwara on the
northeast and DDU Marg on the southwest has been made
public and semi-public. Similarly, pocket nine,
bounded by Kotla Road on the north, institutional area
on the east, DDU Marg on the south has been changed
from residential or commercial or road to government
office.
