what I think we need is some good old engineering for
sensible building codes, some good old administration
to ensure they are strictly followed all the time and
some good old army-style logistics for quick response
when disaster strikes. I might be off on all that, but
am quite sure we do not need we do get each time.

readily identifiable and quite amenable to declaration
as unmitigated all-time disaster. any one knows any
procedure that can be bent to make official request
for some disaster mitigation on that front?
