As per news reports MoUD was till last week in the
process of empanelling consultants for preparation of
CDPs. It has not responded to my request for
publishing / providing under s.4 of RTI Act
particulars of those who have responded to its Tender
inviting EoI for the same, so I do not know if CRISIL
is one of them. I do know that CRISIL was one of the
firms appointed (without tender) for the
USAID-sponsored Municipal Corporation of Delhi
(Amendment) Bill, 2005, being prepared (in name of
byelaw reform) since 2003 by, it now turns out, only
some oral orders and 1 cr from USAID, without
constitutional jurisdiction on part of MCD or Delhi
Govt but with full support of *recognised*
civil-society *stakeholders* (the Bhaigidaari progrom
of Delhi Govt is duly recognised UN Best-Practice in
participatory good governance!).
MoUD might be inclined to reply to a specific query
from Pune. Central Public Information Officer named on
MoUD website is Shri Shri M Rajamani, Jt Secy (UD),
eml: js_mud@xxxxxx, phone: 23062309.
I would like to suggest you also examine whether PMC
is empowered to prepare CDP at all and in this regard
also seek the view of MHADA. I mention this because
JnNURM tool kit, national model municipal law, etc,
are all USAID-MoUD initiatives and PMC ToR for CRISIL
conflicting with JnNURM tool-kit might not be an issue
till it is established that JnNURM tool-kit is not in
conflict with (and offering less than) the existing
Constitutional provisions for city planning in Pune.
Any information about Pune CDP that anyone on this
list comes across will presumably be shared on it and
we would be grateful for information from Pune.
