Many of the abandoned lines that were given to the railroad corporations
by the U.S.A. government have been sold to private owners, not necessarily
owners whose properties adjoin the abandoned lines. Trails which once were
used by the public for skiing, hiking, biking, etc. are now blocked by these
individuals. This is true in the State College area of Pennsylvania.

What can the government do to reclaim these properties within the law?

There may be some parallels with California seashore properties reclaimation.
Is there a parallel? That reclaimation process took years.
