The description is a pretty good condensation of the
Architect's Handbook Professional Practice of the AIA.

True, it should be taught, but it should be done only by folks
with exceptionally strong design abilities so that the
pernicious gap between design and administration (and nuts and
bolts) is eliminated.

Strong designers need to be creatively involved in all parts of
the architectural process to assure a successful outcome for
their work.

This may require more adept design teachers and design-oriented
architects who can overcome habitual resistance to applying
good design to the full spectrum of the architectural
enterprise now fragmented by the phases Ms. Chambless outlines.
