They aren't. Especially in the lectures immediately before Being and
Time one can see that Heidegger uses them interchangeably.

Although I suppose one could say we are "with" other beings in the world,
Heidegger usually uses "bei" rather than "mit" to signify being
"alongside" beings that are not Dasein. Mit(da)sein, on the otherhand,
is constituted by speech and communication. We are "mit" beings with
whom we can communicate, which as far as Heidegger is concerned is
limited to humans.
